Barbara Boswell

With more than 30 years’ experience in government and public utility executive and financial management, Barbara has developed municipal budgets in excess of $200M, managed debt and bond issuance for city projects and created capital improvement project budgets and long-range financial forecast models. She is an expert in community choice aggregation implementation and operations, from buying and building electricity supplies to delivering cleaner energy with enhanced local control. Cities under her leadership have been recognized by the Government Finance Officers Association for Excellence in Financial Reporting and by the California Society of Municipal Finance Officers. Barbara holds a bachelor’s degree in business administration from Woodbury University and a master’s degree in public administration from California State University, Dominguez Hills.

Mark Bozigian

Mark Bozigian has more than 26 years of experience in local and regional government, most recently as city manager for Lancaster, where he worked with the mayor, city council and city staff to lead the City through the great recession without cutting public services or laying off staff, renovate the City’s downtown into a regional entertainment and cultural center, reduce crime and unemployment and establish the first stand-alone, city-established community choice aggregation in California, Lancaster Choice Energy. Previously, Mark was director of long-range transportation and financial planning for the Los Angeles County Metropolitan Transportation Authority and served as business manager for two laser- guidance manufacturing programs at Hughes Aircraft Company. Mark holds both bachelor’s and master’s degrees in business management from Loyola Marymount University.

Marshall Linn

Over more than 47 years, Marshall Linn has worked with more than 300 governmental jurisdictions in the structuring of their debt issues. The par value of his financial advisory transactions exceeds well over $7,000,000,000. Prior to forming Bayshore Consulting Group with Barbara, Marshall founded Urban Futures, Inc., and served as its CEO for 45 years. A Vietnam veteran, he served in the U.S. Air Force for six years. He is a member of the California Society of Finance Directors and Government Finance Officers Association, a past board member of the California Association for Local Economic Development and an active member of the Alumni Association of the University of Southern California, where he serves on the Board of Directors for the Trojan Force, the USC Track and Field Team Support Group. Marshall holds a B.A. and M.P.A. from the University of Southern California.
