Mr. Alan Miller began his public finance career in 1965 as a financial analyst in the City of Los Angeles City Administrative Office where he was involved in developing and budgeting the City’s capital improvement program. He has served as a corporate officer in the role of both senior financial advisor and investment banker for three major firms in the public finance arena.

Miller combination of experience as an issuer, financial advisor and investment banker gives him a unique insight into the requirements for structuring a successful financing for the public issuer. This experience includes project analyses, development of financing and offering documents in conjunction with bond and disclosure counsel, rating agency presentations, and presentation of the proposed issue to potential investors, both institutions and individuals.

Since 1971, Miller had been responsible for structuring and marketing of over 600 tax ­exempt and taxable municipal financings. These issues have financed virtually every type of municipal project utilizing all types of financing vehicles. Included are bond anticipation notes, certificates of participation, revenue bonds, lease revenue and lease purchase obligations, redevelopment agency tax allocation bonds and notes, successor agency tax allocation refunding bonds, industrial revenue bonds, housing bonds, general obligation bonds, Mello-Roos and Marks-­Roos bonds, special assessment bonds, and variable rate issues. These financings have included both “new” money and refunding issues.

Miller holds a Bachelor of Arts degree in political science/public administration from UCLA and an MBA in Finance from the University of Southern California.

He is a MSRB/SEC-registered Municipal Advisor (Series 50).
