Randy Anstine successfully worked in public management at the local government level for forty years, serving in full-service and contract cities. He is a highly experienced hands on generalist city manager.

Randy has worked for the Cities of Calimesa, Hanning and Greenfield, California serving as the City Manager. As City Manager he coordinated economic/redevelopment programs that facilitated Cities winning three State and regional awards for their downtown improvements, including the coveted Crystal Eagle Award in 2002. Randy is a former Commissioner for the Monterey County Economic Development Commission. Randy served 2 years as the President of the Riverside County City Managers Group, as well as President of the Monterey County City Managers Group. Randy previously served as the Neighborhood Services Director for the City of Colton, Assistant City Manager for the City of Grand Terrace and Parks and Recreation Director for the City of Desert Hot Springs.

His professional acumen includes management of economic development, public utilities, public works, public safety, parks and recreation. Randy is active in the International City Management Association (ICMA), and served on the Cal-lCMA Governance Committee.

Randy served in the U. S. Air Force for eight years. He served tours of duty in the Far East as well as South East Asia. He is an honor graduate of the 22nct Air Force NCO Leadership Academy. He also served eight years as a POST certified reserve deputy sheriff with the San Bernardino County Sheriff’s Department, where he worked in central patrol, the aviation division, specialized skills and emergency preparedness divisions.

Randy graduated from the University of San Francisco, majoring in management and organization.
