Recognized for his expertise, Troy has made numerous presentations to diverse groups on such topics as budgeting and fiscal management, employee pension and benefits reform, government transparency and ethics, and information technology.

Over his nearly three-decade-long career in city management, Troy has successfully led municipal organizations through an unprecedented decline in financial resources forcing evaluation and analysis of essential services, business practices, and operations at every level of the organization. He has extensive experience working with elected officials, citizen groups, labor organizations, and regional and state agencies on a wide range of issues affecting local government.

Troy holds both a Bachelor of Arts degree in Political Science and a Master of Public Administration degree from the University of La Verne. In addition, he is a graduate of several distinguished institutes and programs including the Berkeley Executive Seminar at the University of California Berkeley; the Gettysburg Leadership Institute and the Williamsburg Leadership Institute.

Troy is a member of several professional organizations, including the California City Management Foundation (CCMF), California Society of Municipal Finance Officers (CSMFO) and the International City / County Management Association (ICMA). He is a credentialed city manager with ICMA, an organization of 10,000 managers worldwide. In 2006, Troy was invited by ICMA to participate in their international management exchange program with another governmental agency in New Zealand.
